I am attaching the PDF on diagnostics for horns and this diagram.
The FSM has very specific step-by-step instructions. Some are intended for Tech 2 scan tool, which is not required to complete basic diagnostics, but would definitely be very helpful to you if you had one.

It is from my 04 Field Service Manual, but I would expect the same for yours.

For anyone wondering if they look at this thread in the future, apparently yes you can loose both horns at the same time. The condition of them were terrible but lasted 5 years or so (standard motor products). Went with the same ones again for $48 shipped on rock auto and had them installed at inspection time yesterday. They had the slip on terminals not plugs. Driver side looked like a pain in the a s s so the $77 labor was fine with me. And the old girl passed with flying colors for a 2001 with 201,000 miles!
