Offset on wheels w/ fender flares removed

I have a friend w/ a 00-06 tahoe, who is considering removing the factory side moldings along w/ the fender flares. He is looking to get a set of Boss 333 24x10. Will taking the flares off call for a different offset in wheels, or not enough to make a difference?

Depends on if it's lowered or not. If not lowering the truck, you can get away with a lower offset. If you are lowering the truck, don't go lower than +13, alot of guys stick to +30 to reduce fender rubs.

The flares are mostly about looks, nothing more.
