Instrument cluster lights turn off when map light is turned on

I generally do, with the exception of bulbs for the most part. When I reconnected the visor I had the mirror flap closed but you're right, it's still a live circuit at the pigtail.
On the 2105+ they made the whole system go to sleep mode, pretty much everything goes dead to the world, except the horn I think. but if you open the drivers door the (most buss) radio/cluster comes to life and the fuel pump primes. just from opening the drivers door. funny I can open the door and the radio starts playing..... same if I shut it off and lock it the radio might still be playing for a bit..... and it hijacks your phone bluetooth, if you get a phone call and the system is awake it takes over like you were driving, annoying sometimes.

Last night I started it up to find only the IC lights flickering....along with the 3rd one blown now.

#17 IS LPS.

I will have to recheck the visors. The only thing I have done in the last 3 days was move my LH visor over to block the sun.

Looks to be the driver's side visor causing the issue, I know @mikez71 mentioned the visor in the beginning, what threw me off was the passenger visor had similiar readings. I moved the visor to the side to block the sun and extended it, that night I noticed the flickering. I replaced the fuse and all was good, my son drove it another day and the following night he said the lights were flickering, I asked him if he extended the visor and he said yes. I have since unpluged the visor and no issues since, I do want to take it apart and see where the likely chafed wire is. The fuse would blow only when the visor was extended, not when just moved to the side.
