The same problem exists in suburbia. I live on what is basically a quiet country road and people like to rip on our road at all hours because it is twisty and not much traffic. There is also a 4 lane straight road at the end, less than 1/4 mile away, and we live near the city line and people come out of the city in their chargers, mustangs and ricers going 100 at 4 am and you can hear them from our house. I don't expect this to ever change. Philadelphia's solution has been to install speed bumps on nearly all of the roads in the nicer suburbs outside of the city core rather than enforce traffic laws, which aside from the annoyance of the morons who slow down to 5 mph on a 35 mph road to take the speed bumps, is ironic because its all run by democrats who say they want to protect the environment, but in reality are causing thousands of gallons of fuel to be wasted each day by everyone stopping and starting for the speed bumps, let alone the added wear and tear on vehicles. When no one is willing to enforce basic laws, we come closer to being a lawless society.
My 2016 SS has the same baffle system, electrically actuated, and the LS3, while not supercharged, is not particularly loud at startup when in touring mode.
