serpentine belt

Had my serpentine belt changed a few months ago because it was squealing and now its back to making the same noise again,I brought it to my mechanic and he used this piece of "what looks like chalk" and he rested it against the belt and it made it quiet again.He said if noise comes back change belt and now the noise is back.Anyone have any ideas I really dont want to have to change the belt every few months.

Are you sure it's the belt, and not one of the idler bearings?
