you'll need a fuse tap ($2 from Autozone) to wire the halos (or dont) everything else is plug and play.

are the halos the same bulb as a stock headlight?
I don't want to have to buy new HID's

They are. But I'm not sure about putting HIDs in them. Says on the housing not to use HID bulbs.
