Yes, it's for where the tow hooks would go, however they aren't removable. You need a new panel in order to install the tow hooks.

Anything is removable with a dremel or a sawzall

True, however I tried that and it doesn't turn out well. A lot more is visible than should be for the tow hooks. The proper panel is what should be used.
