4-low lock-out?

I'm picking up a 2016 Tahoe PPV. RPO code list shows NQH. The 4wd selector switch is the version that has 4-low, but the selector cannot be turned to the 4-low position, only to 2, Auto, and 4-high. In addition, the 4-low label has either been carefully scraped off or blacked out (you can still make it out if you get close), leading me to think it's been deliberately disabled.

Is a 4-low lock-out a thing? This vehicle is ex-Ontario Provincial Police.

I'm not sure if the selector disassembles and reassembles easily, and I don't know if I'd be able to reassemble it once it's been opened up, so I was thinking I'd just replace the selector.

A jobber replacement selector is cheap; any issues with them or should I get a genuine GM for 3x the price?

Get the used switch. No reason to pay a lot for a switch especially for an X police vehicle where not much else will be like new.
