Front Frame Rails Weldment or Steel Cup

I got my tow hooks on ....thanks for the help.
Curious about the cups that look down on the front of the frame rails. About the size of a big horse hoof. (right below the tow hooks)
What the heck are these things ?

Somebody once said they were to keep the truck from driving over another vehicle in an accident.
Not sure I buy that..

My guess, maybe a fixture for holding/moving the truck along the assembly line.. ?
