VinCheck website can take a plate and turn it into a VIN for potential buyers. I think its similar to carfax. Doesnt give you registration info or vehicle history unless you pay.

I could be wrong, but I think its all public record.
not in California otherwise anyone could write down a plate number and walk in dmv and say "i want this persons information" they wont give it to you, has to be a legal reason.

Maybe for a fee the DMV will send a letter thru USPS. I really can't say for sure, but I know there is a way to make contact thru DMV for stuff like that.

You can walk through any parking lot and get someone's VIN and plate number in seconds. They are all on public display.
