Moss buildup in fender liner

I have a whole unique ecosystem developing in my fender liner. I live in the PNW but in the city, so I wouldn't consider it to be a crazy mossy area and it's not parked for more than a week at a time and then typically during the summer when I'm riding. I'm going to scrub it all off and then maybe spray it with some back to black type product. Short of spraying out my fenders every so often I'm not sure what to do to prevent this.

It doesn't look as bad in these photos as it did this winter, it was a whole forest

Clean off as much as you can, then apply Wet & Forget Outdoor with a spray bottle. Over a bit of time it should kill off the rest of it and help prevent new growth.
