LED signal project, regulatory assistance

Hey guys trying to design a circuit for practice using this lm317t regulator.
From what I've researched I can use it as a current reg or voltage reg. Which option to go with, I'm not sure.

I'm using hpwt - ML00 leds which I found to be 2.6 volts and 70 mA.
I think the lm317t has a 3 volt dropout.

For the practice project I want to pretend it'll be in a car - mostly on when the car is running so 14.4 volts.
However it may also be on when the car is off as well (rear fog light)
So I'm not sure if to go with the 3 or 4 led string. I'm pretty lost overall in how to go about this.
The total number of leds for the circuit will be 18 or so I guess depending on the length of the strings.

Any help would be appreciated. I'm not sure which would be more applicable in this application, current reg or volt reg.
