The ride on my 2015 Tahoe is brutal up front. Current struts have between 100k and 250k miles on them. I would like to lift the front 2 inches so its level but not sure how to go about doing so. If I get 2in lift struts, probably rough country, I'm not sure how difficult those will be to install over oem since they are larger. Also not sure if I'd NEED new upper control arms. That may not be something I can do myself. OR do I get oem struts and add spacers. Either way, I need new suspension........and would strongly prefer a lift in the front.

I would put new front struts on it, Beilstein 4600s. Install 2" spacers below the struts, then get it aligned.
If you have Z55 or Z95, go with GM struts from Rock Auto.

With 251K, I would definitely do new UCA. AC Delco or Moog.

I would also do new struts with a spacer, if I had your rig.
