I would suggest monitoring the voltage at, say, an interior power outlet to see if the body is getting stable voltage. You may not see voltage variations in other lighting, but if not just a cluster problem I would think it would show up in headlight lighting. You could substitute a like cluster for comparison.
Have the battery load tested at an auto parts store. Also have the alternator tested for correct and full operation.
If the main battery cables have never been changed or are in questionable condition, consider replacing them. Loose or dirty cable connections can cause this, too. Do a "voltage drop test" to confirm good connections between the battery and the body.
