fuel pressure problems on a 02 silverado

I'm trying to help my Dad out this christmas. I put a new cabin filter in it. 260k on the original! I also put a new tail gate handle on it and did the 4-high mod for him as well.

Anyways, it's a 02 silverado with a 4.8. He is having problems with hard starts. It almost never starts on the first crank unless it was just turned off. He has to turn the key on a few times to prime and pressurize the system. If he does that it starts just fine.

So obviously the system is loosing pressure. The fuel pump was replaced a couple years ago. I replaced the fuel pressure regulator a little while before that.

I stopped by the junkyard today and grabbed a used regulator but that didn't make a difference.

Any tips? He has had this problem for at least 100k miles and I feel bad about not being able to fix it for him.

Do you know what brand of pump he went with the last time it was replaced? Does he keep his tank above half full most of the time?

No I don't. I wouldn't expect him to know either. He had it replaced in a barn on a Thanksgiving weekend 700 miles from home by some guys that the tow truck driver knew.
I would imagine it's an auto parts store special. Airtex or some other ****** brand.

And no the truck almost never has more than a half tank in it, but the hard start problem IIRC wasn't fixed when the new pump went in.

I was reading that the check valve on the pump could be bad, but that means buying a whole new pump assembly...
