99 Motor/trans in 97 2dr Hoe

I've looked around and used search and I couldn't find anything...I'm eyeing a 97 Tahoe that has a 99 motor/trans in it. The current owner uses a scan tool or some kind of computer to shift through gears in the truck. What would it take to fix this? The truck shifts fine and runs damn good otherwise.

He really doesn't know why it won't shift on its own. I was thinking maybe tcm or vss...
And I really don't want to pass it up, it's a nice truck and runs great - 6inch lift, 3inch body lift, new BFGs and wheels, paint is in good shape. And only $3300.

I'm not sure...scan tool maybe? His wife says some sort of computer, who knows? I'm going to snag it up and try to fix it myself, too good of a deal to pass up. Oh, the speedo doesn't work either.
