I am some what confused on how to check the trans fluid level on these trucks.

so with the follow reading as shown on my scanner, my trans dip stick was on the hot mark right by top line. Is this reading normal?

There is a hot and cold check. Cold is 80-90 degrees and is used to get you into the ballpark. Hot check is 158-200 and is the most accurate. You might have to drive around in 2nd gear to get the temperature up.

Am i demaging the trans running it at lower temp? Trans was rebuilt 2 years ago. In the winter, the temp barely made it to 100f. In summer its between 120-140f.

You are good !!! The only harm you'll do is if your temps never get to
100* ish when it's really cold out

Since it's been 2 years, Have you serviced the trans yet???
Drop pan, replace filter. Clean everything and new fluid.
On a newly rebuilt trans this is important to do the first service quickly as
there will be normal wear/break in and it will get out all the extra crap from
the rebuild itself

@Foggy In the winter it barely makes it to 100. Stays at about 90-95.

I have serviced the trans fluid once already.

My instincts say you should be fine in the summer, the winter numbers seem too cold but I cannot explain why. Let's ask an expert: @NickTransmissions

you could do the old school trick of putting cardboard in from of the cooler to get the Temps of to something you're happy with, and adjust as needed. remove if towing.

The transmission bench
Drive the truck around until the engine/trans are at or as close to op temp as you can get them then check level. If it’s still at the full-hot line you’re fine. Slightly higher is fine: if lower top off until at the full hot line.

No, should be fine. Like @Foggy said, unless temps are constantly below 100 or so and ambient temps are like single digits or worse (i hate cold) you won’t have issues.

Just keep servicing and maintaining it as you have been and should be good as long as everything that should have been done during overhaul was done.

In the cooler times of the year, see if you can fabricate some type of cardboard
or plastic sheet material that could cover the TruCool itself. That should help get your
temps over 100. I "think" temps of 110+ would be preferable
Depends on how long of drives you are doing.
