1999 C5 Corvette no speedometer

Well I went to town on it. I get a good VSS signal at the cluster connector behind the IPC.

The cluster seems to be bad. I am trying to diagnose the circuit board. I put it on my test bench. Supplying 12V to the cluster seems to start it up as expected.

Then I'm putting in 60Hrz on VSS Signal pin A7. Nothing happens. I'd assume I can test a cluster this way, simply put in VSS w/ cluster powered up?

Not having any luck with LS1 tech, or Corvette Forum. Seems my level of debugging is a big above the average person on those sites.

Did you find B-13 Ground(851)? Sort of sounds close to your 5.9 in ground at PCM, Maybe ties to same ground near PCM.I don't have that manual so you have to do the looking.
