07 Tahoe LT 2wd 5.3L Radiator fans not turning on.

I have a 2007 tahoe, I replaced the waterpump, thermostat, ETC, and the fans, also replaced the relays and fuses and the fans still not turning on. When I drive the temp goes up to 210 degrees going up hill going down hill it goes to normal. I'm stumped don't know where to go from here.

Did you test or replace the temperature sensor next to the power steering pump?

Yes replaced it with a new one as well.

How are you reading the coolant temp as 210* ???
Factory gauge is very inaccurate

And fans aren't commanded to turn on to low until about 212*
then high on at 222* ish

GM's fan-on temp thresholds are too high for your taste. Forgot what they are, but they're hotter than you'd think they should be.
Get your pcm tuned, that'll lower the fan-on temp thresholds so the coolant temps stay more much consistent than GM intended.
