03 Tahoe revs between shifts

My 2003 Tahoe will sometimes Rev in between shifting gears. Usually doesn't do it in tow mode. I can tow a large boat and it won't actually slip and it shifts at the correct time just will literally Rev in between the shift.

Was going to have it rebuilt but was told it might be something else. Need some help.
