Rear Window Defroster NOT Working

Hey Everyone, figure this one out. My rear defroster stopped working. I checked the tabs, and one was hanging by a thread. No worries. I bought two replacement tabs (the other was loose) and conductive cement (in a kit). I replaced both tabs, let the cement dry overnight, reconnected, and still nothing. I tested for voltage on both sides, and my meter read well over 12 volts. Then, I tested for continuity between the tabs and got a positive result — a nice, clear tone indicating that the electrical pathway between the two tabs was unbroken.

Soooooo, if I have the proper voltage and continuity, what else could it be? I was ready to buy a new rear window, then I thought I'd better post here first, just in case I'm overlooking something obvious.

Wow! That is indeed an odd one. If you wiggle each wire lead while checking for voltage with the defroster on, does it stay at 12V? (broken wire under the insulation)

I'm going out to LV with my 2 sons for 5 days, and going to the Raiders-Titans game on 10/13. This has become an annual trip to LV to see one Raiders game per year.
