Guys, can I plug and play a used BCM in my 2019 tahoe without programming it to my VIN?
my VIN is the problem as the BCM was programmed as PPV and all the rear windows and all 4 rear window switches are inoperable (shut off at controller)

I want a BCM from a regular Tahoe.

it has to be programmed to your vin, just because your original bcm was programmed as a ppv doesn't mean anything now as the replacement would be programmed normal you can't even get ppv programming from gm unless you are law enforcement agency and that has to be done thru gm via special request
any programming that is done going forward is normal civilian programming. Programming the bcm will not change anything in the ecm/tcm

Mine works fine there is a button that disables rear internal handles so You cant open doors in back from inside when button is pressed. Maybe linkages are disconected? Did you take off door covers in back.

Most mechanics with the right scan tool interface equipment can do this as well.

BCM programming has to be done via gm, with tech-line, yes a 3rd party interface will work the VIN fee just has to be paid which is now $45. A shop will/would likely work that part into the price of programming. (OR) you could buy a interface and get a computer and DIY (still has to be done via tech-line)
the only other option is hacked service from a 3rd party such as whites automotive or a couple others.
you can't just take a scan tool or even gds2 and go into the BCM and modify it willy nilly, it doesn't work like that. you can do things for testing, but then it returns to normal once you are finished testing.

*the rear door inside lock button is just a child lock function, has nothing to do with ppv function
and rear doors/windows being disabled is normally just cut wires & rods disconnected inside the door panels
typically it has nothing to do with the BCM, other functions like blackout mode, no drl's, etc are done with ppv programming.

the easiest option is probably to just buy a used bcm off of somewhere like ebay from a seller that ships them out already programmed to your vin and that programming will be stock, doesn't matter if it is PPV vin or not. PPV programming is only done by GM per department order's as there are different options that individual departments want enabled or not enabled.

I looked into this and the catch is your current BCM needs to be cloned not just vin matched. If it’s not cloned your keys and transmitter won’t work.

So sending out your new BCM to white for vin will come
Back without your keys and transmitter learned. And your car won’t start. White tells you you need to send them your current BCM with the new for cloning

that just means a key relearn needs to be done, it does not prevent use.
While you "could/maybe" just use a used BCM with a key relearn unless it came out of a 100% identical vehicle it will not be right and the mileage will be incorrect on the k2's the mileage is now stored in both the bcm and the cluster.
I am not 100% sure even as such that you could just throw a used bcm in a k2, do a key relearn and go about your happy way, the system is different then previous generations, it could just basically brick the system.
GM is making it more difficult to reprogram used parts on top of it all. mostly due to security reasons, they are aware that thieves are just throwing in unlocked ecm's and driving away
the electronics in these things basically have a electronic fingerprint, if something is changed and not learned to the system it causes a error
some things like the radio module can be "cleared" and then it learns the vin on the next power up
