Probably only in California. Nobody cares up here in Oregon. But there’s tons of minor vehicle or traffic laws most of us violate regularly. I know I could get tickets for a few things with my lights. I’m not supposed to have HID unless my vehicle came with them, I have too many white lights in the front, etc. But up here they don’t mess with us, even for tint or open headers. ;)
I could be wrong but I think the only requirement here for the turn signal is a amber bulb, same for the brake lights having to be red, if the lens is broken and they see "white" shinning thru they will get you and make you at least put red tape over the hole. I had clear lens on my 00 for over a decade never a question about it by any leo

In my parts, the LEOs are more concerned with not getting shot than they are a minor DOT compliance infraction such as an absent reflector or the color temperature of the LED bulbs. You have to be doing something really stupid and/or harmful for them just to stop you in the first place. After you're stopped, THEN they may inspect your vehicle for illegal mods. But, that's usually only if you're being a dick or have blatantly illegal mods (dark tint, rainbow LEDs everywhere, etc.) that prompt them to dig in.

As Mark pointed out, what they enforce varies by region- state-to-state, city-to-city. What I gather about Commiefornia in general is that everything is an offense to someone in some form or another.

And there's no such thing as a fix-it ticket in Oregon anyway so I don't need to worry. At least I've never heard of anyone getting one. You might get a plain ticket at the worst but that never happens for something like lights.

I'm not sure if they have a specific "fix-it" ticket. But, in my precinct, if you get a ticket (regular, standard citation) for a minor thing such as lights or tint and you're not a repeat offender, you can replace the lights, remove the tint, etc. and bring it to the courthouse and they'll drop the charges after inspecting your vehicle. Same with proof of insurance. The real win here is that the inspection is performed by the clerk behind the counter that is a middle- or upper-aged lady that doesn't know jack about cars and doesn't care to be outside in the heat. I've gone twice for tint in two separate towns and left my tint in place. I park my Tahoe the end of the lot (as I always do anyway), bring the clerk out to the parking lot, point to a random Tahoe that doesn't have tint (popular vehicle, so the chances are good), say something like "it sure looks different without the tint" and we go back inside for me to get my dismissal receipt.
