I bet it is, they get a bad rep from some finicky problems they have but there are a few things a 3 year old girl could do to them and will be a great carb (epoxy up the main well plugs for ex)

lol well that's not stock ...... edelbrock carbs are not bad to tune up. I would start by spraying the crap out of it with carb cleaner. may want to even just pull the top plate off the carb so u can really spray it out

I think it is fairly new but not sure it is completely tuned correctly. Could that be why the choke sticks when it is cold?
