This guy in Fort Walton Beach, FL works on clusters before 03. I'd ask him. I know he adds trans temp guages to 99-02 clusters etc. He is on YouTube as Fixed Until Broken, the about page has his email address and FB. He's the one i had add my transtemp gauge Friday- i went to his house and watched him, he's pretty good.

edit: click the fb link will give you email and phone details

I didn't watch the video to see why he needed the IC or the capacitor, but when I added a trans temp gauge to my 2001, all I did was solder those mounts into place and add the correct air-core stepper motor. Works fine.
I won't ask how much he charged you.

All that work, and no pics?!?

I hate uploading to forums but here she is! Before and after. I have to level the front, but I'll do that when my new rough country shocks come in!
