So I decided to just do a service on the front diff sense I was there already and as I was draining the fuild I went ahead and pulled the actuator again, bound and determined to solve the issue.
I manually started working the fork(?) plunger whatever is inside the diff case and got it to engage. Reinstalled the actuator select 4hi jingled the wheels a tad and boom engaged.
Filled the diff, dropped her down went to a near by dirt lot and whah-la she is working.
