Hazard lights flash, turn signals do not illuminate

2017 Chevy Tahoe PPV. The hazard lights flash both front turn signals properly however using the stalk does not cause any turn signals to illuminate. No clicking is heard. So the bulbs are good. The police upfitting stuff has been pulled out prior to me getting the vehicle so they may have messed something up. Does anyone know where to check for wiring issues?

Possibly related, there is a flat electrical device behind the front right wheel well with a bunch of wires to it and one broken ground wire. Thoughts?

Resolved! First of all, I learned ignition switch needs to be in RUN position not only ACC position. Turn signals work in RUN mode but not ACC mode. Secondly, that device was a headlight flasher module, likely left over from upfitters, and had no effect.
