Gauges not at Zero with key off

When I was getting my fuel filter replaced after the last attempted filter change and fuel spillage (See my fuel filter fiasco thread here) , the tech pointed out that the gauges still seemed to have power and still registering data from the sensors, ie fuel, oil pressure, temp but not the battery. I don't remember a time when the gauges were all at zero with the key off.

1. Should they all register zero?
2. Any thoughts on where to begin troubleshooting the wiring if they should be zero?
3. Do you think these issues are related?

Hopefully someone will speak up. Also you may want to post in the 99 section to get more action since this is us old timers with 2015+ trucks. Good luck.
