How long has this been going on? If recent, what changes were made just before the issue arose?

What is the thermostat temp (believe it should be 195-ish)?

Has the radiator been replaced? (is it OE or aftermarket?)

Has it ever warmed up properly?

whats the temps like where you are and have you checked the heater hoses to see if they are both hot? You may have combination of a stuck clutch fan and/or clogged heater core. leaning towards clutch fan since clogged heater core wouldn't result in lower tstat temps.

You are correct with the 187° thermostat. If you have the old thermostat take a look at it to see what temp it was.
