Bottoming out problem

99 4 door 4x4. For some reason if I hit a dip in the road hard enough, the drivers front tire hits the fender chewing up the tire. I figured that the shocks were bad so I went a head and replaced all 4. No change. The sway bar is good and so are the links. The tire size in a 265-70-17 Goodyear AT in factory chevy work truck steelies. Where do I go from here?

Look for any cracks in the frame. And check the ball joints. You could also check the spring or torsion bar depending on if it's 2 or 4wd

I saw none on it at all. no bump stops. it just dips down further on the drivers side.
