Trying to replace my shocks. Took one off and found out that the exact replacement has a smaller bushing sleeve that won't allow the bolt to pass through. What are my options? Already contacted Bilstein, they only said they are not an exact replacement part. The installer (15 years ago) wasn't any help either.

First, find out why it does not fit. Is it possible that your truck had the rear axle changed to a different non-standard one during its life? I'm just guessing at this point, but its the only thing that comes to mind at the moment (other than you have the wrong shock, and you've already looked into that).

For some reason my bolts are 9/16". The Bilstein sleeves are 1/2". I'm guessing that when I had them installed years ago, the installer just took the sleeves out of my old shocks and installed them in to the new shocks. Im just having a hard time trying to find the correct size sleeves.
