Adhesive for Plastic Panels

I have had little success in using adhesive backed Velcro on the plastic interior panels. I have tried some said to be for low surface energy materials like ABS and PP but they all detach eventually.

Any adhesive recommendations?

It's not clear to me if you want to be able to remove the parts at will, or if this will be a permanent bond. Use case?
I first thought that if a permanent rout was needed, I would remove the panel then drill and screw Velcro in place. I now believe a permanent adhesive would save the trouble of removing the panels.

I have been thoroughly cleaning the surface with IPA and both 3M VHB and 300LSE have fallen off after a matter of days.

I am using a 2” square piece of Velcro to hold a 2C cell Maglite with the fabric belt loop holder. Gorilla glue holds the loop 2” patch well on the fabric holder. Oddly, the VHB coated hook patch is holding well on the passenger rear door panel. Every other place I have tried falls off. All but one panel still out gassing?

Try lightly scuffing the plastic where the VHB will go, to give the adhesive something better to bond to
