99 tahoe rear axle problems

With the rear end jacked up off the ground. Then go to each wheel and pull outward on them there's about 1/4" of movement (slop) in the axles. I replaced the brake pads about six months ago and it seems to have more movement now. What would cause this?

This sound like that your spider gears are worn along with the shims/spacers and or the C-Clips as well. You would have to take the rear cover off to verify the issue. Not a hard job to do at all, just messy. Find a good rear end shop in your area and hit them up for the replacement parts.
