Alright so from the title I need two opinions. By the way I have a 2001 with mud tires, smoked lights and black and white painted grill.

First one: Black bull bar with chrome skid plate(possibly powdercoat it white) or a black grille guard.

Second: HID vs Halogen vs LED off road lights. I love the color of HID, the looks of LED as well as the fact that not many people have them, and I like the fact that Halogen KC's are way cheaper than the other two. Also would I be able to clear 4 round lights in the bull bar?

I know its a lot of questions. Thanks!

In my opinion the black grille guard would look best especially if you want to add lights. A bull bar will look crammed with 4 lights and you would have to do 2 on top and 2 hanging below which would leave them more vulnerable than the more recessed and protected bars on a grille guard.

As far as lights that all personal preference and budget. If you want the sick look of the lights but don't plan to really use them a ton go with some halogen ones and call it a day. If you really want to use them and want the best of the best as far as light output and useable pattern a set of good Hella HID lights would blow the competition out of the water as well as your budget. LEDs look cool but probably are not worth the extra cost versus your other options. Unless you are 16 driving a '95 Jeep Wrangler 2x4 dont buy KC anything...

Hella Black Magic 2 for $220
Would be good to go with your smoked look and give good light output at a decent price.
Hella 4000 HID $520 Each!!
Is the top dog as far as durability and light output. #1 Light you will see on a baja truck or buggie!!
Hella 4000 Halogen $110 each
Can be converted to use an HID kit rather simply but it wont be as seamless as the actual HID from Hella (built in ballast) but is $375 worth hiding a few wires?
Hella 500 Halogen 2 for $65
Tried and true budget friendly get some light out there and look ok doing it. #1 pick of all PVC roll bar rednecks everywhere!!
Rigid LED 2 for $190
Just for comparison sake I'll throw these in...

The Hella 500 is also very easily converted to HID.

I've got two 500's on a Toyota Corolla for driving lights, with 100w Halogen bulbs. They make a huge difference. I can't imagine what HID's would be like, but one of these days I will find out.

I wouldn't suggest LEDs as the vast majority don't really provide much light. If you want to spend thousands, then yes, you can get some that work great, but by and large they are cosmetic and not worth the cost.
