Maybe there are HOV lanes and one of the vechiles allowed are flex fuel and to keep from getting pulled over they keep the badge on it. I know up here green vechiles are allowed in our HOV lanes. Not sure if flex is concerdered one of them but maybe where you are they are allowed.
