Dimmer switch only works all the way up

On my 96 Tahoe the dimmer switch for the instrument panel only works when turned up all the way just before the dome lights turn on. but anything under the top will just completely dim the lights to where their off.

It's possible that the contact strip is dirty or the switch is going bad.

I meant to say contact strip, on the inside of the switch. Not contract.
