Yes, check both. One will be a battery and the other will be a signal and is what changes based on the dial setting. I want to say it (the signal one) ranged from 1 to 12V or maybe it was 1 to 5. Something like that, but definitely a noticeable range that you can see on the meter.

Went and checked mine (1998 model). White to ground is signal and varies from 12V (face vent panel dial setting or all the way counterclockwise) to about 0.5V on full defrost. It was around 6V at the 12 o’clock dial position.

Brown to ground is battery and was always 12V or so. Doesn’t change with dial position.

It would point to an issue with the control panel or damaged wiring in between it and the actuator.

ok i put the old acutator back in and it moves, now my question is clockwise movement seems to be the defrost, how far does it move, for some reason i think it doesnt move enough clockwise,is it out of sync when i put it back in the thing is centered and it fits in the slot..1 more test is to see how much it turns while not connected to the heater box..clockwise

Not sure if it will help, but here’s mine at the three main positions. The position indicator dial’s notch tracks between the three marks or lines on the actuator.

If the actuator turns between those marks and the linkages are intact, any diminished air flow is probably a problem with the damper or the top foam seal coming apart in the box and maybe blocking the duct. Without taking it apart, it would be guesswork.

Defrost is I think on upper left. The one in the middle (where the links meet) is I think the floor vent. Upper right is panel.

I think that’s right, lol.

East302 have a question how do you get to this part in the picture? On my 96' the arm on the left keeps popping out up top and I have to crawl under the dash and re attach to get my defrost to work on driver's side after switching modes. Is there any easy way to drop that box?
