99 Yukon Roof Rack Broken Bolt

Have water leaking into interior.
I tried taking bolts out of Rack, got one out and the second one broke off.
Does anyone know of best way to get broken bolt out?
Will I need to take headliner down to get to it?

I would soak it with Kroil or PB Blaster and then see if you can drill it out. I’d take some wide painters tape and put down over the broken bolt to protect the paint on the roof. Take it slow and start with a smaller bit as close to center as possible. Use a center punch to give the bit a good starting point. Then work your way up in size. If you can get hold of some left hand bits, that would be good.
