How do I remount a rear view mirror for a 2004 Chevy Tahoe Lt? How is the oval shaped part glued back to the windshield?

Welcome to the Forum from NH.

As recommended above, that glue is similar to Crazy Glue. It is most important to fully and completely clean both the windshield glass and the rear view mirror attachment plate, prior to reattaching. You want no dirt, or oil, or previous adhesive residue to remain on either surface, so that the best surface-to-surface bond can be achieved.
