Maybe is an 03 thing. The paint is not a normal paint, its almost like a very thin rubber they spray on. It scratches easily and peels, but is a pain to sand off. Its only on the dash pieces, the bezel, and the panels under the wheel and glovebox.

The rest of the car has plastic without a coating

That’s the same stuff as on my 02. Don’t sand paint off textured plastic. Your dash panel is black textured plastic under the paint. Remove the paint like I explained. Don’t use sandpaper. It will dissolve like all paint does, with lacquer thinner. Use scotchbrite. I remember, the original paint is ****** but if you sand it you’ll mess up the texture and make a mess. If you want it smooth, remove the paint first and then sand the black plastic.

yes, I actually finished the front. I cheated and used a dash skin that was black. That rear console panel looks grey, but I think that is the camera, everything looks same color white to me. I have new leather on my seats and it's white also. I am going to spray the headliner black before putting seats back in.

The bigger challenge is going to be re-doing the rest of the interior body panels.

They are not installed yet. I am doing the headliner today. Keep in mind, I dont have all of the side cladding (white) and everything installed yet. I fixed the seat control panel, it was wrapped, and I recently painted it.

But this gives you an idea:
