Looking into coating my frame on my 08 Tahoe now I’m between por15 and Eastwood rust encapsulator, should I be leaning towards one or does it matter which one I choose?

I have actually used POR15. Unfortunately, it did not work in my particular circumstance. Please note that it is quite possible that I did not prepare the surface properly prior to using the POR15. Subsequently I had a shop spray the entire underbody with WoolWax, so far I am impressed with it.

I have no experience with Eastwood Rust Encapsulator.

Note that if you don't care about colors, you can get industrial moisture-cure urethane (what POR-15 is) at paint stores that carry professional lines. You'll just have to choose between silver, grey, black, and maybe primer orange-brown.

Rust Encapsulator (and others like it) are a "conversion coating," which will be great for the spots that are already rusted, but it's not a rust preventative per se. Eastwood says it can be a topcoat, but it's often used as a basecoat/primer.

I would use Rust Encapsulator on the rusty spots, then POR-15 or another MCU, then spray inside the frame with WaxOyl, Fluid Film, WoolWax, or similar.

What are you trying to accomplish with this?
If it's rusty unless you get all the rust off it first painting it is only going to end up making it worse in the long run. You're better off getting it oil coated with something.
If it's clean and want to freshen it up or cover up any spots where the original paint has worn through either product should be fine but make sure it's cleaned well first.

I'd skip the Por-15, it will flake of in short order if any rust is present.
I cleaned and wire wheeled then treated the rust with phosphoric acid to neutralize it then sprayed with Fluid film, basically the same as woolswax.

My mechanic suggested Fluid Film on some items but it sure leaves a mess because it doesn't dry. I have not reapplied it because of that.

Everything in life is a trade off. Applying anything else on a rusty area is a waste of time and money. I hate rusted out frames more than the mess. The salt belt is a cruel *****.

We used to use Ospho on our ship after knocking all the loose rust free with needle-guns.

I actually just grabbed a gallon jug for the Silverado frame, after I pull the bed off.

Wire wheel > brake cleaner bath > Ospho applied with a paint brush > primer > paint. (At least that the motivated plan.)

POR15 by itself over existing rust is no bueno. Trust me. It needs a pretreatment. @07Burb knows the procedure.

POR-15 also threadlocks all the nuts and bolts you paint over. My old Armada had the entire undercarriage encapsulated with it by the previous owner, which was cool from a never-rust-again scenario, but I had to cut every nut off that was coated with the stuff.

Now I just have my car's belly coated in Fluid Film. People cry that it always stays soft, and can get their wimpy skin dirty. That's the point - you can still turn the nuts/bolts.

Here is an example on one of my old Suburbans of improper treatment before POR15. This is before and after pics a few years apart. That crack was not there. The POR15 acted like an encapsulator. It still continued to rust from the inside out. I was better off not painting it and leaving it alone or using some type of wool wax stuff. This really sucked because it was a clean truck for it's age.

On another note I love the silver color, it really brightened up the undercarriage when working under it.

Por-15 is a scam.
