Noise in seats?

Whenever I break I get like a *CLUNK* in my front passenger seat. My driver seat does it as well, but not as bad. I tried looking into it and couldn't find anything. It looks/feels like the top part of the chair isn't on tight?

The seat/s used to move forward a little bit whenever I used my breaks, but they don't anymore.

Any idea what this is? Just frustrating...

Perhaps it's because of this?

I tracked the noise the other day, I think it was the same mechanism that I tracked it to. Just didn't know how to fix it
