Loose front facia or by design?

I looked at a 1999 GMC Suburban and the area around the yellow side parking lights and lower turn signals (the area under the head lights) was seemingly unconnected…it was the same on both sides but I’m wondering if it is supposed to be that way or has this truck had some front end work that’s unreported.

any light you could shed on this for me would be appreciated

I wouldn't think loose fascia pieces arw OEM spec. Pull the lights out and look at how that piece attaches. Might find a cheesy cover-up

It's an absolute crap design as the lower part of the grille just clips into the bumper filler. If any of it has been replaced things just never seem to stay clipped. I've used wire ties to hold them together when the clip section is broken or deformed.
