Well first because its generally forgotten when it comes to using 4lo. You are putting the truck in neutral before trying to shift out of 4lo right? If you are, try getting the truck rolling backwards slowly in neutral as you try to shift out of 4lo. Outside of that if the setup is anything similar to my 97 hoe you should be able to take the electronic actuator off and shift it manually. However your front diff will still be engaged and you may need to pay a shop to fix it after that. Supposedly after the repairs that stopped it from shifting normally you cant just shift it back and put the actuator back on. Someone else will have to chime in with more details.
A fast fix to get you rolling is to disconnect the battery and turn the key a few times to make sure now power is in system and wait a couple mins to hook up power again. Should reset in 2HI. Worked for me a handful of times.
