How do I tihten the oil fill spout?

How do I tighten the oil fill spout?

I took the engine cover off to find that my oil fill spout is leaking a bit at the base. It's like it isn't screwed in there all the way as I can see the blue seal. Does this screw in or what? It's sorta at an angle right now

And figured it out. It doesn't seem to fit all the tight anyway, but it screws in and locks in place to keep it vertical.
