Horn problems

Purchased a 2011 Tahoe a few weeks ago. I absolutely love the truck. It's an ex police chiefs vehicle. I was driving yesterday and some moron cut me off. I went to honk and nothing. Not even a whimper. Looking around online the first course of action seems to be check the fuse and horn relay. I was able to locate the 15amp fuse. Nothing wrong there. I can't however find a fuse relay. Here is a pic of my fuse panel layout.

Any suggestions would be great. Would hate to take the steering wheel apart if I'm just missing something in the fuse box. Let me know. Here is a pic of the truck just for enjoyment.

Also I almost forgot. Because its an ex police ride I have discovered that the auto head lights have been disabled on the bcm. Is it possile they disabled the horn as well? Seems like a strange thing to eliminate. I know I have read they eliminate the horn on locking, any reason they would eliminate it all together?

I just jumped a wire from the fuse to the hot on the battery and the horn works. So it's not a problem with the horn. Does that mean I need to side into the steering wheel?

Buddy i have a ppv and i had the exact same problem and what I bassically did is i ran a new power wire from the horn switch in the steering wheel to the fuse box and that was it,

look under the dash for cut wires that was spliced or in rear cargo area on drivers side as the siren they hook them up to the horn and when the took it out they never wired it back properly -most likely your problem

I just purchased a 2011 SSV and had the same surprise. After hours hunting through manuals, I spent a few minutes under the dash. SSVs can be ordered with the option code (seen in the glove box) of 6J4 "WIRING, HORN AND SIREN CIRCUIT" which I'm sure is very similar in PPVs. This adds a 5-foot loop of tiny 22-gauge wire under the center of the dashboard held into the circuit with spade clips. The agency equipment stripper had simply cut the wires and taped the ends, leaving an open circuit. I simply removed the cut wires and their male and female spade clips from the vehicle's matching male and female spade clips, plugged those into each other, and the horn magically worked again.
