New or used I believe you still have to get it programmed. Mine is used with around 80k on it.

Yes and no.

No, the dealer cannot program them once they have been programmed.

Yes, they can be programmed by another company. Sotelectronics.com can do it. They've done them for me before. $45 last time they did one for me, but that was 3-4 years ago. Not sure what the rate is now.

A guy over on www.truckmodcentral.com just sent his Denali Cluster there to get programmed. Prices have gone up. He said they quoted him $60 about 2 years ago, now they charge $100. Plus another $20 for expedited shipping.
