Just finish replacing brakes pads all around and started hearing a click or tick when pressing brake pedal during driving noticible at low speed any idea whats the noise ?

No sir the pad i put didnt have radle clip is it not safe to drive it without radle clip installed ?

I am not 100% sure if it's unsafe but I am sure it's noisy. Did you notice a stainless steel piece on the caliper bracket ? Look through your rim. You should be able to see something.
Every set of pads I have got had the new slider pieces and the antirattle clip in the box. Maybe tell your parts suplier and see if they were just not in the box.

You can drive without anti-rattle clips, it will just be noisey.

That or either you don't tighten down the caliper bolts
