There is a bearing or bushing and spring in the steering shaft under the dash that seems to be a common part to go bad.

ours just did and I don’t trust the dealer, and don’t know of any trust worthy gm mechanics in the east Bay Area...

anybidy ever replaced it, or know of a good write up or video?

or have the repair manual they can send me some pics of the process?

I’m hoping someone might chime in on the repair? I’m assuming it’s battery unplug, press brake to get rid of any charge,
take airbag off via bolts from dash side of steering wheel,
Unplug or move airbag out of the way.
Take steering wheel bolt off and remove steering wheel (mark for alignment)

then is the spring and bearing etc right there? Or is there more to it?

You need special tools to remove the lock plate and cancel cam. Usually the repair per the bulletin doesn’t fix it anyway. Most of the time they start doing it again within 10k miles. Plan on a new column for it to stay fixed.

What tools do you need for the cancel cam and lock plate?

I couldn’t find any mention of that.

I have the lisle 57340 kit from a previous project.
That should pull them correct?

You will need the CH-23653–SIR to compress the lock plate which that Lisle appears to be equivalent and you will need the J-23653–SIR if it doesn't have a column lock and has the little retainer (I think all of this body style does but just to be safe I mention it). You will need J-21854–01 to remove the tilt head pivot pins if you want to remove the tilt head and replace both bearings which is the best shot you have at correcting this long term and not buying a new column. Just be forewarned that replacing the complete bearing is a PITA and if you do it wrong you can damage the tilt housing and you'll still need a new column.
