2012 Tahoe: Roof Rack Mounting holes??

Hi Everyone,
My 2012 Tahoe was a fleet vehicle; no roof rack. There are 8 black plastic 'covers' (2 sets of 2 on each side) on the roof.

Can you tell me what is UNDER these? What type fastener? Threaded??

I plan to build a custom rack like I did for my earlier Yukon, which had no factory holes.

If it comes out decent I'll post about it..
